Limitations set out by Gov. Kim Reynolds last Tuesday, in-particular on gatherings of 10 people or less, means Monday’s Carroll City Council meeting will be closed off to the physical presence of the general public. City Manager, Mike Pogge-Weaver, says council members and a limited number of staff will be at City Hall for the March 23 meeting, but there will be no more than 10 and they will all practice social distancing. Special accommodations have been made for residents to be able to participate from their own homes.
People can begin calling in at 5 p.m. and the meeting will begin at 5:15 p.m. There will be times the phones will be taken off of mute and comments can be made or questions asked of the council. One of the reasons for meeting is a scheduled public hearing.
Pogge-Weaver adds the council will still need to have regular meetings to be able to ensure the city can operate on a quasi-normal basis. This format may be how any future meetings are held, but they are playing it by ear for now. Several items were removed, including the rental housing code discussion and a public hearing on the pickleball courts; items that have drawn a lot of interest and comment from residents. One agenda item that is included is directly related to the Covid-19 outbreak.
The council will also review two plats for subdivisions, but both are outside the city limits. One is on 200th Street and Kittyhawk Avenue and the other along U.S. Highway 71 north of Carroll. There are no city services to either, but they fall within the two-mile review area. The bid for lily pads at the Carroll Aquatic Center came in at about half of what was expected, a little over $15,500, and the council is likely to approve that purchase. They will review for approval the Fiscal Year (FY) 2021 salaries and a change order for the Carroll Public Library as it nears completion.
