Carroll Council Working On Efforts To Bring Manufacturing To Town And Considering Purchase Of Mobile Banking Site

There are not a lot of individual agenda items for Monday’s Carroll City Council meeting, but some of the discussions to take place pack a big impact. City Manager, Mike Pogge-Weaver, says after the council reviews bids for the estimated $465,000 Middle Raccoon River streambed stabilization project, they will open a discussion about requirements from the Iowa Department of Natural Resources (DNR) regarding a proposed manufacturing business locating to the community.

Pogge-Weaver says the analysis will review the impacts to the wastewater treatment plant, outline alternatives available and identify costs. Another professional services agreement proposal will be brought to the council table for the removal and replacement of lights at three of the softball/baseball fields at the Carroll youth sports complex. Kuemper Catholic School representatives will be at the meeting to initiate a conversation on the rental of one of the city softball fields for their girl’s softball program for 2020. Pogge-Weaver says the school is currently evaluating their options and no action will be taken. However, they will talk about improvements that would be made if this site was selected.

The final numbers for the furniture, fixtures and equipment package at the Carroll Public Library is coming back after a review and OPN has recommended Pigott of Des Moines for $92,584.58. Pogge-Weaver says this gives the city the final numbers on this portion of the budget.

With the entire library and city hall project now looking like it will be coming in under budget, the city will be able to take action on the purchase of the Commercial Savings Bank motor bank site on the west side of the alley. The initial building gift stated the city would have a right of first refusal on purchase for the amount of the appraisal, not to exceed $200,000. The city had $150,000 allocated in the budget for this purchase, but it was used as a safety net until closer to completion.

A link to the full packet of information for Monday’s 5:15 p.m. meeting can be found below. The council will also hold their annual goal-setting session on Tuesday, Oct. 29, beginning at 4 p.m. Both meetings will be held at the new City Hall on Adams Street.
