Certified Annual Report Shows Positives And Negatives For CCSD’s FY 2019 End-Of-Year Financial Status

The Fiscal Year (FY) 2019 Certified Annual Report is in for the Carroll Community School District (CCSD). Schools in Iowa are required to file this report with the state every year. It provides a snapshot of the district’s financial status as of June 30. Director of Business Affairs, Gary Bengtson, updated the board on each fund’s end-of-year balance.

According to Bengtson, it generally is not a good sign to see total fund balances end lower than they started, but he pointed out many of the decreases were expected. A supplementary report for the special education program was also received at last week’s meeting. Bengtson says this has always been a difficult area to fund, but he noted there were some worrying increases in expenses last year.

The board appointed a committee to examine ways to increase efficiencies in their special education department during a special meeting on Thursday. Superintendent, Dr. Casey Berlau, said the district is still in good financial shape, especially when compared to schools of similar size around Iowa. He highlighted the fact that enrollment numbers look positive.

The board voted unanimously to receive and file the Certified Annual Report and the Special Education report. An outside firm is scheduled to conduct an audit of the school’s finances in October.
