As One Resident Speaks About Finding An Alternate Site For Carroll County Jail, Bonding Expert Shows Supervisors How To Gain Nearly $10.9 Million For Project

The Carroll County Board of Supervisors went into overtime Monday, opening and closing their meeting with discussions on the Carroll County jail project. At the onset, they opened the floor to comments from those in attendance and one, Vicki Gach, spoke on behalf of the idea of finding an alternate location for the jail. She cited the fact that the project bids came over the referendum amount and that the location was not what the voters had agreed too. This despite the fact that all design plans and proposals put out before the referendum, including all renderings, had the building attached to the current courthouse. Several supervisors commented later that they had received phone calls and emails about the project and the confusion created by some misinformation that was presented outside of their chambers. The board later reconvened to meet with Nathan Summers of D A Davidson. The company’s Vice President and Public Finance Banker presented two different scenarios that would not only provide up to nearly $10.9 million for the project, but would also keep the debt levy amounts for property owners at the rate proposed throughout the referendum process or at less than a total of $1.50 more per year on a home valued at $125,000.
