Carroll Resident Asks City To Step In And Require Neighbor To Fill Large Hole

 

During the public comment segment of Monday’s Carroll City Council meeting, a resident asked for consideration from members about an issue with a neighbor. Shirley Snyder says she and her husband, Bob, waited 15 years to have an abandoned building removed from their neighbor’s property in the 800 block of North East Street, but are now seeking assistance with the remediation of another eyesore that has been created with the June 2018 demolition.

Snyder believed the issue to be resolved after contacting City Manager, Mike Pogge-Weaver, and Chief Building Official, Greg Schreck, on several occasions. She says Schreck has even found fill dirt for the property owner to use. But late last week, Snyder came home for lunch to find a new situation.

Snyder says she feared he would be doing excavation near her property line while she was at work that afternoon. She again contacted city officials and asked about any code violations that may be occurring and what they could do to help clean up the property. Pogge-Weaver says he has talked with several different department heads about possible code issues, but it may not fall under any of their nuisance ordinances. He says, however, they will be investigating the issue further and if drainage is disturbed, the city may be able to step in. Snyder asked the council to put themselves in their place.

Snyder says she and her other neighbor are afraid it may take another 15 years to get the orange fence and huge hole in the front yard removed and filled. Their foremost request is that there be a time limit placed on any request for compliance.
