A Carroll man was arrested Monday on a child endangerment charge for allegedly leaving multiple bruises on a four-year-old child’s back. According to court records, the Carroll Police Department was asked on Monday to perform a welfare check at a residence in the 900 block of North East Street. Upon arrival, officers spoke with the mother, who told them the incident had occurred on Saturday, Feb. 2. According to her, the child had started to cry while she was brushing the minor’s hair. She says the father, 57-year-old Todd William Riesland, was angry the child was crying, grabbed the brush from her and started to aggressively brush the child’s hair. A criminal complaint indicates the child was upset while this occurred, and it was later revealed he had caused numerous bruises up and down the victim’s back. Riesland told authorities he had grabbed the brush from the mother but did not intend to harm the child. Riesland was taken into custody and transported to the Carroll County jail, where he was charged with child endangerment, an aggravated misdemeanor.
