One person was arrested and warrants have been requested for another after a suspicious persons report Sunday. At approximately 7:41 a.m., the Carroll Police Department received a report from the 500 block of East U.S. Highway 30 about the suspicious individual. The investigation led to the arrest of 33-year-old James Sexton of Lake View, who is charged with fifth-degree theft for allegedly shoplifting a phone charger, valued at $16.99, from Casey’s East. A second male, who is also suspected of shoplifting, was identified and warrants are requested for 35-year-old Craig Van Osdol of Carroll. Van Osdol fled the scene before the arrival of authorities.
