On Thursday, March 8, the Carroll Police Department made an arrest in a burglary case that was reported on Valentine’s Day. At approximately 10:39 a.m., Samuel J. Tolbert of Carroll was taken into custody and charged with burglary in the third degree. Tolbert has also been banned from being on Fairview Apartment property, and was issued three citations for trespassing,
