Region XII And Western Iowa Transit Relying On Increase In County Funding For Next Fiscal Year

Region XII Council of Governments provides a variety of necessary services and assistance in a six-county region. One way they are able to continue to do this is through the support of each of those counties. On Monday, Rick Hunsaker, Executive Director, and Tom Feldman, Transit Director for Western Iowa Transit (WIT), a public transit system overseen by Region XII, brought a breakdown of their financials to the Carroll County Board of Supervisors. Hunsaker says that for Western Iowa Transit, they have previously requested 48 cents per-capita, and have done so for about 15 to 20 years.

Another portion of the funding for WIT is a per-mile charge. The county has been paying five cents per mile for about 30 years with the money going into the capital match account, which is used for the purchase of vehicles. They are asking for an additional penny, bumping it to six cents per mile. Feldman says the increase, based on the actual miles driven, will not be too significant.

Those numbers fluctuate with use of the service and the county is only billed for the miles attributed to the residents of Carroll County. Hunsaker says that the other funding segments supported with county dollars are the Housing Trust Fund, with a level request this year again at $5,000, and $21,000 for the Revolving Loan Fund.

The total, without the revolving loan fund commitment but including the six cents per mile, is in the neighborhood of $58,000 and closer to $79,000 with the loan dollars added back in. The agencies are seeking an addition of about $3,000 over what the county contributed in the past year. Decisions on the amounts to be factored into the budget will be made by the supervisors at a future date.
