The subzero temperatures and wind chills this week have been no laughing matter, and the Jefferson Police Department took it seriously when a resident reported a man lying in the street. At approximately 11:37 p.m. on Saturday night, they responded to the location in the 500 block of North Olive Street and located the gentleman. Fifty-seven-year-old Craig Darwin Presley of Jefferson was subsequently arrested and charged with public intoxication, second offense, a serious misdemeanor.
