An altercation in the early morning hours of Friday, Oct. 27 has led to the arrest of a Carroll man on charges of assault causing bodily injury or mental illness, a serious misdemeanor. Officers with the Carroll Police Department located 30-year-old Viktoras John Guinnan at an apartment complex in the 100 block of East 6th Street at approximately 12:16 a.m. on Monday morning and took him into custody for the fight. The victim, 23-year-old Jayme Brower of Carroll, reported he had been punched several times in the head causing minor injuries.
