Two policy changes and a new policy for the Carroll Police Department were brought before the city council on Monday. Chief Brad Burke says that the first of the policy changes was the result of updates made by the manufacturer of Conducted Electrical Weapons (CEW), known as TASER.
Council member, Mike Kots, asked about the validation of an officer’s proficiency with a TASER.
The department has had TASERs for two years now, and Burke says they have only been forced to deploy them twice. With a certified instructor in house, Sgt. Jeremiah Hoyt, officers are able to receive all training in Carroll. The second of the policy changes was, according to Burke, simply putting into writing what the department is currently doing for background checks on new employees. The third policy is a new one for Critical Incident Stress Management.
The new policy outlines the procedures for an immediate response and post-incident follow-up care for the officer as well as ways that department members can work together to recognize and respond to daily stress following an incident. The council unanimously approved the policy changes as well as the new policy, copies of which can be found here.
