Family Resource Center Outlines Transition Plan For Mallard View Closure

Representatives from Mallard View and the Family Resource Center were on hand at Monday morning’s Carroll County Board of Supervisors’ meeting to discuss the impending closing of the facility, estimated at Dec. 31 of this year. Mallard View, which currently provides assistance to residents who are unable to care for themselves, serves six regions and will be merging with the Family Resource Center upon their closure. The residents are the first concern, and with most of the residents being from outside this region, they will be relocated into homes in their areas. It is anticipated that placement of residents will not be a long, drawn-out process, but there is the possibility that the closing date could be either earlier or later depending on the timing of those placements. Co-director of the Family Resource Center, Lou Ann Mowrey said they will be taking on some of the Mallard View clients.

Mowrey predicts the legislative mandates that have made it necessary to place the residents in the community will lead to an estimated tripling in the cost of care. She also voiced concerns about what happens to those patients who may slip through the cracks.

Mowrey said the Family Resource Center has already hired Mallard View Administrator, Shari Kitt, Administrative Assistant, Stacey Peter, and Social Services Coordinator, Dana Kanne. The Supervisors asked what will happen to the other 24 Mallard View employees who will be impacted by the closing.

Mowrey added, this is a blow to the community and we need facilities like Mallard View because not every patient belongs in a group home.
