Carroll Council Approves OPN Architects For City Hall/Library Project

The Library/City Hall Consultant Selection Committee had met and reviewed the qualifications and proposals made by four architectural consulting firms. Director of Public Works, Randy Krauel said each was given a detailed project description in the request for proposals.

The work also included preliminary design, structural review and cost estimates. The city also included a request that the firm review each, the current City Hall and the Commercial Savings Bank building on North Adams for use as city offices or as a library. That way, the best use for each building will be determined. The committee made a recommendation that OPN Architects be selected to begin contract negotiations for the project. Krauel described the process used to make this recommendation.

Those envelopes remained sealed until the Carroll City Council made a formal selection. Only at that time would it be opened for fee and contract negotiation with that architect. The other will not be considered at all under the qualifications-based evaluation. The council approved the recommendation to go into negotiations with OPN Architects. The desired completion for this portion of work, phase I, is 120 days after contracts are signed. Phase II, the final design work, specifications, bidding, equipping, furnishing and construction oversight will be initiated following a commitment of funding for construction.
