City Of Carroll To Review Sewer Connection Fees At Monday Night Meeting

In an agreement with the Carroll County Solid Waste Management Commission, there has been an initiation for design work on an update to the Industrial Park Road Sanitary Sewer. Public Works Director, Randy Krauel said the current city code mandates any buildings erected after construction of the sewer, will be required to connect to the service line. Some of the discussion at the time of the agreement revolved around assessing the cost and creating a hook-up fee or charge to access the line.

Kruael said the original planning had many of the lots at 300 linear feet; for that size lot, charges of $25 per linear foot would total $7,500. There is also the option of charging a flat fee or no fee at all to property owners. At this point, the information is being developed for city leaders to determine if they want to assess fees and how they should do it. This will be discussed at the City Council meeting scheduled for this evening (Monday).

 

In new development areas, Krauel explained, the services are all constructed by developers and then dedicated to the city, so there is no out-of-pocket cost for initial construction of the sewer. When the industrial subdivision was developed, there was no sanitary sewer construction, so there was no initial charge with the lots. Krauel said this is a proactive way of being able to assess the costs prior to new construction and making the current code public knowledge. The City Council meeting will begin at 5:15 tonight in council chambers on the second level of Carroll City Hall. The agenda also includes a review of a proposal by Barker and Lemar Engineering Consultants for completion of site and asbestos assessments of the Commercial Savings Bank property at 627 N. Adams Street.
