A disagreement arose during the Carroll County Board of Supervisors’ meeting this morning (Tuesday) over some confusion in the inclusion of a closed-session agenda item. Supervisors have been working to develop the Fiscal Year 2017 budget and one of the items in discussion in recent sessions has been an increase to the salary of Carroll County Ambulance Director, Pat Gray. In a meeting on Dec. 3, 2012, the minutes reflect a motion and an approval to offer a graduated increase for Gray if he accepted the position. There was a motion by Mark Beardmore, and a second by Marty Danzer to extend an offer to a qualified candidate for the position of Carroll County Ambulance Director, with a starting salary of 90 percent of the current director’s salary, moving to 95 percent the next year and 100 percent the following. Supervisor Marty Danzer was asking for the closed session under code 21.5I in order to have Carroll County Attorney, John Werden, former ambulance board member, Dr. P.J. Greteman, and Gray in attendance to discuss implementing the increases. He believed the item had been included on the agenda as of last Friday, and made a motion for it to be added this morning. That motion died due to lack of a second.
Chair Neil Bock said it was not on the agenda because of a conversation he had with Gray on Thursday of last week. Bock had informed Gray that not all Supervisors would be present for the entire meetings today or next Monday and asked Gray to move it to Feb. 29. Gray had agreed, but then had a pursuant conversation with the others who would be present and says he reached out to Bock, leaving a message on Friday that he wanted to be on the agenda.
Lisa Danzer was present at this meeting and made citizen comments at the conclusion about her frustration with the situation.
The closed session is slated to take place during the regularly scheduled Supervisor meeting on Monday, Feb. 29.
