Carroll County Auditor, Kourtney Irlbeck, presented the 2015 property valuation report to the Carroll County Board of Supervisors Monday saying that there was a total for Carroll County of over one billion, two-hundred ninety-seven million dollars, reflecting a 1.06 percent increase from the previous year. 2015 valuations are used for 2016/17 tax levies, but there have been some changes to the categories.
Physical assessments were completed on the commercial properties and the report showed a decrease of just shy of $51 million, but a portion of that decrease can be found in the newly created Multi-residential category. Irlbeck said there had been a state-wide equalization done on ag land that decreased the valuations by almost $25 million, which brought comments from supervisors an all-time record in acreage sales, but because of the equalization there was a decrease in values. A prior equalization was also cited for some possible decreases in values.
The Multi-residential category, which holds a valuation at slightly over $34 million, impacts both the commercial and residential categories as properties last year were either one or the other. Beardmore also asked Irlbeck about the valuations reported by the Carroll County Assessor’s office that estimated $21.6 million in new taxable value as compared to the $11.6 million in the valuations report. He said for the sake of clarity, he will speak directly with the Assessor’s office about the September 2015 report previously presented to the Supervisors. Irlbeck added that she did have concerns about how long the state will be back-filling the valuations and cautioned they will notice and start hurting when they are no longer credited back.
