A citizen driving complaint led to the arrest of a Carroll woman who registered a Blood Alcohol Content (BAC) at slightly over two times the legal limit on Monday morning. The Carroll Police Department received the complaint at approximately 10:43 a.m. about a 1994 Lincoln MK8 seen at the intersection of U.S. Highway 30 and East Street. This led to a traffic stop in the 500 block of E. 18th Street and the arrest of 32-year-old Barbara Bartlett-Youngblood. After recording a BAC of .204, Bartlett-Youngblood was charged with first-offense operating a motor vehicle while intoxicated.
