Urban Revitalization, Creek Bed Stabilization And A Pre-Levy Public Hearing Scheduled For Monday’s Carroll City Council Meeting

The final steps in approval of an Urban Revitalization Plan will be taken at Monday’s Carroll City Council meeting. City Manager, Mike Pogge-Weaver, says the council will be reviewing and considering the adoption of the plan and identified district area.

The plans presented at the public hearing are the finalized ones that are up for consideration. The 100 percent, five-year tax abatement on the first $75,000 of improvements that increase taxable value will be available to residents of the district immediately upon approval. Again, only residential and multi-residential properties, within the identified area encompassing part of the original plat of the city, will be eligible for the abatement. According to Pogge-Weaver, based on Fiscal Year 2018/2019 consolidated tax rates (City, County, School, etc.) and rollback, the abatement would equal $1,074.29 per year. Another topic the council will address is some needed stabilization at the Middle Raccoon River.

A public hearing will take place as well Monday night on a pre-levy resolution for some long-term planned items.

The Carroll Athletic Association will present their plans to trademark the name Merchants Park. The association has paid for the preparation of the application and will be picking up the tab on all the associated fees. The council will also consider the addition of a curtain for separation of the gym area at the Rec Center. The installation of which would allow for different activities to take place in the gym at the same time. Pogge-Weaver says three bids were received, with all coming in below the budget estimate of $15,000. Monday’s meeting convenes at 5:15 p.m. in the Adams Elementary board room.
