Several subjects were arrested early Wednesday morning after an officer on routine patrol spotted them using marijuana. Nineteen-year-old Kayla Terlisner and 20-year old Devin Morrison, both from Carroll, and 18-year-old Daniel Morisson of St. Joseph, Mo. were charged with possession of marijuana. Additionally, substances suspected to be narcotics were also found and have been sent to the Iowa Division of Criminal Investigation (DCI) laboratory for testing. Additional charges are pending those results.
