Storm Lake Man Charged With Kidnapping And Sexual Assault, Holding 14-Year-Old Female Victim Against Her Will

A 14-year-old female reported to authorities that she had been held against her will and sexually assaulted in Storm Lake over the weekend. The Storm Lake Police Department was notified of the accusations Sunday afternoon when the juvenile and family members arrived at the Emergency Department at Buena Vista Regional Medical Center. The victim identified her assailant as 24-year-old Victor Aviles Carcamo, an extended family member. The incident had occurred the day before, the evening of Saturday, April 20, when Carcamo locked her in a room at his residence. He sexually assaulted her as she yelled for help and attempted to flee. As a part of the investigation, officers traveled to the residence and were told by Carcamo’s wife, 21-year-old Selena Aviles, that he was out of town working. However, a search found him hiding under a blanket in a bedroom closet. He was taken into custody without incident. While at the residence, authorities detected the odor of marijuana and observed it in clear view of two small children. A search warrant was executed and marijuana and drug paraphernalia were seized. The search warrant also covered forensic evidence on Carcamo’s person. After testing, he was charged with kidnapping, a class A felony, third-degree sexual abuse, a class C felony, possession of a controlled substance, a serious misdemeanor, and possession of drug paraphernalia, a simple misdemeanor. He was booked into the Buena Vista County jail on a $61,300 bond. Aviles was also arrested and charged with possession of a controlled substance, marijuana, interference with official acts and possession of drug paraphernalia. She was booked into the jail on a $1,600 bond. The Sexual Assault Response Team assisted with the investigation.
