Parking And Traffic Flow At Carroll And Merchant Stadiums Are Main Concerns With Graham Park District Design

The Graham Park Master Plan, originally developed through a joint project between the City of Carroll and the Iowa State University (ISU) Design Lab, dominated discussion at Monday’s city council meeting. Craig Erickson of Shive-Hattery, a Des Moines-based architectural and design firm, presented the modified ISU plan, broken into four segments with cost estimates based on an a la carte-style listing of possible projects within each phase. Erickson said one of the most noticeable changes to what ISU presented is at the football and baseball stadiums east of Grant Road. A large green-space was originally included at the south entrance to that parking lot.

Erickson told council members that another concern was that Des Moines Area Community College (DMACC) would need space for truck traffic to enter and exit their property. He added he personally watched a situation on Monday at the stadium in regard to drop-off and pick-up in that region.

The proposal developed by Shive-Hattery eliminates some of that greenspace. Instead it will house a small drop-off area for vehicles.

The design also includes a thickening of the walkway along the north side of the Carroll Rec Center to accommodate larger vehicles and trucks that can pull up to a loading ledge on that side of the building. The projected cost for all improvements in this fourth phase is $1.16 million. Graham Park improvements are estimated at more than $1.4 million, creek improvements at about $130,000 and the Grant Road Streetscape at just shy of $950,000. The city, however, can lower any of these costs based on which projects within each phase they opt to complete. The plans will come back for review after minor changes.
