Monday’s Carroll City Council Meeting Will Go On, Even With Several Leaders Absent

At least one city council member, LaVern Dirkx, City Manager, Mike Pogge-Weaver, and Mayor, Dr. Eric Jensen, will be absent from Monday’s Carroll City Council meeting, but business will go on as usual. The regularly scheduled meeting will convene at 5:15 p.m. in the Adams Elementary School board room, with councilman, Jerry Fleshner, acting as mayor pro-tem. Pogge-Weaver says he may try to call in from Washington, D.C. and that one of the first items of business will be consideration of a month-by-month 24-hour access fee for the Carroll Rec Center.

Another recreation item will be discussed as council members receive a report on the bid opening for 2019 trail improvements.

The engineer’s initial estimate of cost was nearly $791,000, and two of the four qualifying bids received were under that estimate. However, a line item on the bid form had called for 10 times more RipRap than was actually needed. With the adjustment, the initial low bidder, Absolute Concrete Construction of Slater, retained their spot, but with a new cost at just over $738,000. Following that, a $25,000 professional services agreement with Shive-Hattery for the trails will be submitted for approval. And even though Grant Road construction has been completed for some time now, change order number four is coming before the council. Part of this is an adjustment required by the Iowa Department of Transportation (DOT) on unit price quantities with a net decrease of just over $1,000. There are also some damages to assess totaling $8,000. Of that, $4,000 is a working days’ penalty. The rest covers damage done to the road by the contractor.

There will also be public hearings on the water distribution main replacements and the water storage tower rehab project as well as discussion and action on a Resource Enhancement and Protection (REAP) grant up to $125,000 for outdoor recreation and resource management, a request from West Central Iowa Rural Water Association to supply service within the city’s two-mile limit, a bid opening on a new mower for the Parks and Recreation department and bids on the furniture, fixtures and equipment for the new city hall.
