Main Street Parking Ordinance Passes Carroll City Council On Second Go-Around

An ordinance to remove four parking spaces on Main Street near the future site of vehicle entry and exit doors at the new Carroll County Law Enforcement Center was unanimously approved at Monday’s Carroll Council meeting. The third reading initially failed on a tie vote of three to three during the Sept. 23 meeting due to concerns from council members Clay Haley, Carolyn Siemann and Misty Boes that it would be a hindrance to downtown businesses. The city brought the issue and a potential solution back in an effort to maintain parking availability and follow through on their agreement with the county. City Manager, Mike Pogge-Weaver, says the first part of the plan will add spaces by having vehicles park at a more shallow angle.

Councilman, Mike Kots, questioned how this would impact traffic on Main. Pogge-Weaver said vehicles would be slightly further into the road, but would be in compliance with existing regulations. The next part of the proposal results in four new parking spaces, but it will be next year for that to be realized. Pogge-Weaver says they have more reasons than just additional parking to close the inlet.

This work will require an existing street lamp and curbs to be removed, which will be completed as part of phase 10 of the city’s Streetscape plan in the spring. Carroll County Board of Supervisors Chair, Neil Bock, thanked the council for reconsidering the parking ordinance.

Bock also noted the county plans to keep the courthouse’s north parking lot open for public use. Mayor, Dr. Eric Jensen, suggested the county consider re-configuring the northeast corner of that lot to create even more parking. Bock said it was an idea they were willing to explore.
