Community Development Block Grants And Graham Park Improvement Plans On Monday’s Council Agenda

A good portion of the upcoming Carroll City Council meeting, Monday, April 22, will be addressing seven different actions relating to Community Development Block Grant (CDBG) owner-occupied rehabilitation grants. City Manager, Mike Pogge-Weaver, said they had been debating on the number to request, and have decided they will be seeking five grants for those improvements. At a separate meeting, Virginia Hagemann asked questions about whether or not these would include properties within the recently created Urban Revitalization District. If so, this would also allow five years of tax abatement up to the first $75,000 of improvements that increase the assessable value of the property. Pogge-Weaver said this could happen, but the dollar amounts are likely low, if the work applies at all.

He added a lot of these individuals just cannot do the improvements that this program will allow them to do. It will provide up to about $25,000 and will focus on life safety issues first.

The council will also hear from Shive-Hattery, a Des Moines-based architectural and design firm, that will present plans for cemetery building improvements and the Graham Park master plan. Pogge-Weaver says the newly created museum at the cemetery is looking at some accessibility issues and they will address the addition of a restroom at the cemetery. Shive-Hattery was also hired to take the work done on the Graham Park proposal by Iowa State University and break it down into manageable pieces.
