City Of Carroll Approves Purchase Of CSB Mobile Banking Site

The Carroll City Council has approved the purchase of two lots that make up the former Commercial Savings Bank motor banking site at 624 Carroll Street. The city had been given the first right of refusal on the purchase at the time the Commercial Savings Bank main building on Adams Street was gifted to them for the new City Hall location. City Manager, Mike Pogge-Weaver, said the agreement was set up for the lots to be sold at the appraisal price, up to a limit of $200,000, and this was a budgeted item.

He also recommended a waiving of city policy requiring an independent appraisal since the one completed by the bank was done just slightly over a year ago and the county assessment was higher than that appraisal at $196,974. City Attorney, Dave Bruner, agreed, saying he is comfortable with accepting that appraisal. Council member, LaVern Dirkx, asked what the lots would be used for once purchased.

The $150,000 appraisal does include a valuation on the building located on the site. Jerry Fleshner said moving ahead with this makes sense. He can’t see turning down the opportunity to acquire property contiguous to what they already own. The council unanimously approved this purchase.
