A Carroll man has been arrested after found slumped over the wheel of a vehicle in a resident’s yard. The Carroll Police Department responded to the scene in the 100 block of Lois Avenue at approximately 11:01 p.m. Friday. Upon arrival, they found and arrested 19-year-old Ethan Rummel, who had passed out behind the wheel and ended up in the lawn. Rummel was charged with operating while intoxicated, first offense, and recorded a Blood Alcohol Content (BAC) of .172, more than two times the legal limit.
