Trial information was filed last week in Carroll County District Court which brings a formal felony drug charge against a Carroll man. According to court records, 33-year-old Joseph Michael Billmeier faces one count of third-offense possession of a controlled substance, a class D felony. Billmeier was arrested on May 15 by the Manning Police Department after law enforcement located nearly six grams of methamphetamine and a glass smoking device inside a sunglasses case. His arraignment hearing has been scheduled for Thursday, Sept. 26 at the courthouse. If found guilty, he faces a maximum penalty of five years in prison and $7,500 in fines.
