The Jefferson Police Department has requested an arrest warrant for a Jefferson man in regard to items seized during a Dec. 8, 2018 arrest. Thirty-four-year-old Robert Richard Kovar is expected to be charged with possession of a controlled substance, methamphetamine, second offense, an aggravated misdemeanor. During the December arrest, items suspected to contain narcotics were found on Kovar’s person and were sent to a laboratory for testing. Those test results were returned with a positive result for methamphetamine.
