Special City Council Meeting Tonight To Award Bid On Carroll Public Library And City Hall Projects

After Monday’s dismissal of a lawsuit filed by Carroll resident, Dr. Richard Collison, seeking to obtain an injunction against the issuance of bonds on the Carroll Public Library renovation project, city leaders are ready to move forward with approving bids. A special meeting of the Carroll City Council has been called for tonight (Wednesday), beginning at 5:15 p.m. in the second-floor council chambers in the Farner Government Building. There are only two items on the agenda, the report of the bid opening for work at that location and at the new City Hall on North Adams Street, and an award of the bid. Four bids were received, but two of these were found to be nonresponsive. Woodruff Construction, LLC did not acknowledge bid addendums, did not use proper forms and omitted some alternate pricing. The Samuels Group missed the filing deadline by one minute and 10 seconds. In addition, they also omitted some alternate pricing, had inconsistencies between copies and the bid was unsigned. The two remaining bids were from Badding Construction and Ball Team. Badding’s total base bid is $4,506,000 while Ball Team’s came in at $4,725,000. The recommendation from OPN Architects will be to accept the Badding Construction bid and two bid alternates for the library. Work on the project has been slated to begin in mid-October and estimated to take approximately one year. For the duration of the construction, city offices relocated to a temporary space at 510 North Carroll Street in Suite 2. The library is currently closed as they complete their move to the former WalMart building this week. They will reopen Monday, Oct. 1 at 425 Highway 30 West in Suite 340, between Serendipity Acting Studio and Fastenal. A link to the packet for tonight’s meeting can be found below.
