A man walking down the street in sub-zero temperatures found a warm spot in a police car Saturday morning. At approximately 2 a.m., a Storm Lake Police Officer on patrol saw a male individual walking down Lakeshore Drive with no shirt on. The temperature at that time was recorded at six degrees below zero. The officer detained 22-year-old Darvin Phillip of Storm Lake, determining he was intoxicated and placing him under arrest. Phillip was transported to the Buena Vista County jail and charged with public intoxication, a simple misdemeanor.
