Former Denison Man Arrested In Carroll For Failing To Comply With Iowa Sex Offender Registry

A former Denison resident has been arrested and charged with failure to register as a sex offender after he allegedly changed his address without notifying authorities. The Carroll Police Department reports they took 37-year-old Paul Manyang Ter, who now lives in Carroll, into custody on Thursday, Nov. 22 at an apartment in the 500 block of East 18th Street. Ter is required to comply with the Iowa Sex Offender Registry, resulting from a conviction for first-degree sexual misconduct in Missouri in August of 2016. Authorities became aware Ter had changed his residence following a public intoxication arrest on Nov. 8, in which he reported his address was in Carroll. Following an investigation, law enforcement believe Ter moved to Carroll after being evicted from his Denison apartment in early October and had been living there for at least a month. He was arrested and charged with first-offense sex offender registration violation, an aggravated misdemeanor. Ter entered an preliminary plea of not guilty at an initial appearance on Monday, Nov. 26. He was released from custody on a promise to appear at a preliminary hearing on Thursday, Dec. 6 at the Carroll County Courthouse. If found guilty of the charge, he faces a maximum sentence of up to two years in prison and $6,250 in fines.
