Former Carroll Chief Of Police Proposes ATV-UTV Ordinance Change

Former Carroll Chief of Police, Jeff Cayler, has put together a proposal for a possible ordinance change. With winter imminent, and some predictions of a colder and wetter season, he would like to request a review and update of the ATV and UTV usage allowances.

He says, even though it is occurring, the simple fact is that it is currently illegal. Cayler has done some research with nine like-sized communities. He told city council members that Carroll and one other are the only two of those that restricted use in this way.

Cayler adds that this has been tacitly allowed as long as he can remember, and so far, there have been no problems. A new ordinance, however, would give the city the power to impose and enforce certain restrictions. This could include the licensing, proof of insurance, registration, conformation to all traffic laws, equipment requirements for road use, etc. Cayler says he hopes to have the proposal reviewed by Carroll Police Chief, Brad Burke, and City Attorney, Dave Bruner, and bring a more formal document for city council review on Oct. 8.
