Civil Service Commission Rules: Preponderance of Evidence Supports Termination Of Carroll Police Officer

A Civil Service Commission panel sat for an appeal hearing this morning (Tuesday) on the Jan. 16, 2018 firing of Carroll Police Officer, Sandy March. The appeal had been filed by March, who challenged the charge of insubordination that was the basis for her termination. The three-member panel, Sheri Mertz, Phillip Markway and Todd Bierl, listened to testimony from March as well as Police Chief Brad Burke and Sgt. JJ Schreck. Schreck had delivered the final letter of reprimand after March had been ordered to conduct snow removal ordinance enforcement, but had refused to comply with several different requests. March testified that she had made an attempt to find infractions, but admitted not making any contact with residents. The commission members deliberated after hearing closing arguments from Carroll City Attorney, Jim Gilliam, that also detailed the fact that March had been given numerous opportunities through “Last Chance Agreements.” In the end, the Civil Service Commission upheld the termination of Officer March by a preponderance of the evidence presented.
