Change Order And Design Service Fees Add To Carroll Public Library And City Hall Project Costs, But These Are to Be Covered With Contingency Funds

During a special, Tuesday night meeting of the Carroll City Council in the Rec Center auditorium, there were two pieces of business presented and unanimously approved on the Carroll Public Library and City Hall renovation projects. Change order number one was presented, with an increase of just over $29,000. City Manager, Mike Pogge-Weaver, says there were three areas where it was discovered additional work was needed during the demolition process at the City Hall site. The first was finding that some of the walls were not insulated, which required their removal and the construction of new walls and the installation of insulation. This portion was the most costly of the three, with a price tag of slightly more than $22,000. The other two items made up the balance and included revisions to the council chambers’ area that required the addition of steel support beams and prewiring the building to be able to accept a generator if needed in the future. Pogge-Weaver also pointed out that although these items increased overall costs, the added expenses were taken from the contingency fund, which still has a balance of more than $333,000. In addition, the council accepted a fee schedule for OPN Architects’ furniture, fixtures and equipment design services. Even though the council opted to go with less costly furnishings and fixtures, the scope of work to be conducted by OPN would remain the same. Their estimate of $55,000 plus reimbursable expenses between $1,000 and $2,000 is higher than the predicted range of $45,392 to $52,278. Pogge-Weaver told council members that the construction contingency and miscellaneous other cost budgets are currently below what set out and it is anticipated this is not going to negatively impact the total costs.
