Carroll Parks Apartments Back On The Carroll City Council Agenda For Monday

At the Aug. 27 Carroll City Council meeting, three residents spoke in opposition of a proposed 30-unit apartment complex on Bella Vista Drive. Neil and Rhonda Bock and Jean Ludwig told the council they were not in favor of paying a subsidy to an out-of-town developer, the tax investment would have a negative impact on local residents and shared concerns the complex could be detrimental to property values if government-subsidized housing was approved for this first of two structures. On Monday, Oct. 22, City Manager, Mike Pogge-Weaver, says the proposal will once again be coming back before the council.

Since the August meeting, the city has received correspondence from other residents, business owners and community leaders. Only one of these was against the urban renewal plan that would provide an estimated $493,000 in reimbursements for infrastructure costs. Eleven were in support of it. Executives from large Carroll employers, the Carroll Chamber of Commerce and more voiced their opinions on just how much this is needed to address a workforce shortage. However, it will not be under the Kenyon Hill Ridge name.

A new agreement between the City of Carroll and the developer will also be presented. The main points will restrict government-subsidized rentals for 21 years, and then automatically renew for another 21 years. The city would also be granted authority to automatically make these extensions. Greene Stream Homes of Iowa will have until June 1, 2022 to complete the project and can terminate the agreement any time through April 1, 2019. Other items on Monday’s agenda include a train horn mitigation discussion, a parking restriction request from Kuemper Catholic School Systems and a review of Streetscape phases 10 and 11 and the design service agreements. The meeting will convene at 5:15 p.m. and will be held in the Media Center at the Carroll High School.
