Authorities are seeking arrest warrants on a Jefferson man for thefts, including the theft of electricity. The Jefferson Police Department reports the warrants for two counts of trespassing, simple misdemeanors, and fifth-degree theft, a serious misdemeanor, are being requested for 33-year-old Robert Kovar based on two Aug. 20 incident reports The initial complaints stated that Kovar had walked onto a property in the 900 block of East Lincoln Way and allegedly stole car batteries from junk vehicles. On the same day, it was also reported that Kovar had run a drop cord to another residence in the 300 block of East McKinley Street and connected it to his own home.
