Zoning Text Amendment Will Bring Dementia/Memory Care Unit To Carroll

A request by the Carroll County Board of Supervisors and a newly formed dementia care corporation for a change to the zoning language of the Mallard View property on north Mahogany Ave. was brought before the Carroll City Council last (Monday) night. The property, which is zoned an A-2 Agricultural District also has an Agricultural Preserve overlay that City Manager, Mike Pogge-Weaver, says has some restrictions that made the Mallard View building a non-conforming one for the proposed buyer, Journey Senior Services, LLC.

Pogge-Weaver said the council is being asked to change the language to allow five-acre lot size minimums and to include into permitted uses hospitals, sanitariums, rest homes, nursing homes, convalescent homes or similar institutions connected and served by the City of Carroll public water and sanitary sewer systems. The three owners of Journey Senior Services, Matt Wendl, Chad Kanne and Ken Snyder, have been working closely with the supervisors on the purchase of Mallard View, and Snyder asked that the council consider expediting the approval process.

The Planning and Zoning Commission conducted a public hearing and had received no comments. The commission unanimously recommended approval of the text amendment request. The Carroll City Council took that recommendation and they too unanimously approved both the changes to the zoning language and waiving of all three readings. Journey Senior Services will now be able to move forward with the purchase and renovation of the Mallard View building for the development of a 24-bed dementia/memory care facility. Nancy Snyder will be acting as administrator of the home.
