Treasurer’s Office Is Ready To Roll Out Licensing Services, But Legislature Still Creating Delays

The legislature approved the Carroll County Treasurer’s Office to take over full duties as a driver’s license issuing location, but Gov. Terry Branstad has yet to sign the new bill. Treasurer, Jean Seidl, said she and her staff are ready to get rolling, even before the ink is dry, but now they have been notified by the Iowa Department of Transportation (DOT) that a new 28E agreement will need to be signed. Seidl said all other 81 counties currently issuing driver’s licenses signed the original agreement in the late 1990s, but the DOT is updating the wording. Once the document is completed, all 81 counties will re-sign, and the newly added counties of Carroll and Clay will sign as well. Seidl said they are hopeful that this agreement will be ready by the time the Governor signs the bill, but it doesn’t look like that is going to happen. Seidl added she will also be contacting the DOT and giving them notice that they wish to terminate their 28E agreement on the driver’s license kiosk that currently sits in the courthouse lobby. The kiosk, which has worked intermittently during the transition period, will be removed. In June, two staff members will continue their training to implement motorcycle drives and testing at the Carroll Treasurer’s Office location.
