Planning Begins For Carroll Public Library And City Offices

On Friday, staff from the City of Carroll and the Carroll Public Library met with representatives from OPN, the architects who are working on the library expansion and the move of city offices to the Commercial Savings Bank building on North Adams Street. The first of many such meetings, conversations were started about how to operate the library while renovations are being done on the Farner Government Building. OPN is estimating it will take three to four different phases of work. In efforts to streamline the phases and to help control construction costs, the group began exploring the possibility of relocating the library during the construction. A report from City Manager, Mike Pogge-Weaver says that this decision will directly impact the design work, so a decision on relocation will need to be made before work begins on the final design documents. Staff members from the city will also begin work with environmental consultants, Barker-Lemar, on proposals for asbestos remediation and plans to complete that work. It is estimated that it will take about six months for OPN to develop the construction documents. At this time, June of 2018 will be the target date for putting the projects out for bids. In order to meet this goal, OPN and city staff will be drafting a contract to be presented to the Carroll City Council by the end of September, giving them the time to plan resources accordingly. The next staff meeting with OPN is scheduled for Wednesday, Aug. 30.
