CCSD Makes First Counter Proposal In CEA Negotiations Thursday Morning

The Carroll Community School District (CCSD) made their first offer beginning negotiations with the Carroll Education Association (CEA) Thursday morning.  The CEA approached the CCSD Board of Directors at last month’s meeting and asked for a 3.47 percent increase to the total benefits package and a separation of extra-curricular contracts from regular contracts. CCSD’s first proposal has the package increase set at 1.6 percent. Director of Business Affairs, Gary Bengtson, says that number includes all costs.

The 1.6 percent bump calculates out to a $163,793 increase in costs for the district. CCSD suggested no separation of contracts, and Bengtson says they have good reason to keep it the way it is.

The last major change proposed to the CEA members is in insurance premiums. Previously, CCSD covered 90 percent of dependent family member premium costs and are now recommending a slight decrease to 85 percent. Now that the first proposals from each side have been released, negotiations will continue in closed sessions until an agreement is reached. CCSD aims to have the negotiations settled by the end of March, but they have lasted as late as July in previous years. Another organization, the Carroll Education Support Association (CESA), received CCSD’s rebuttal Thursday evening at 6 p.m. Carroll Broadcasting will bring you more on those negotiations in future broadcasts.
