Carroll Supervisors Seeking Request For Proposals On Jail Needs Assessment

The Carroll County Board of Supervisors have all agreed to the development of a needs assessment to determine the best path forward with the county jail. Sheriff Ken Pingrey presented information to the board at Monday’s meeting that arose from the three-day Planning Of a New Institution (PONI) meetings that a contingent of no less than eight Carroll County representatives attended at the beginning of the month. Other counties present at the PONI meetings are moving in that same direction as well, giving the supervisors a good idea of the cost and scope of the needs assessment.

MJM is charging $21,375 to Monona County for their needs assessment. Pingrey outlined some of the specifics of what the supervisors can expect.

Other engineering and architectural firms that also perform the same types of assessments include, Prohaska Consulting, The Samuels Group and Shive Hattery. Questions arose about whether or not it would be in the county’s best interest to enter into a contract for all the work from the assessment forward or to take it one step at a time and allow for market competition. As Pingrey said, there are benefits to doing it both ways and it will be up to the board to decide which way they prefer to go. Chair Gene Meiners made a suggestion.

The board unanimously agreed that they would be more comfortable with putting out a Request For Proposals (RFP) on the needs assessment and Sheriff Pingrey was given the directive to contact Chris Whitaker, Local Assistance Director with Region XII Council of Governments, to ask for his assistance with developing the RFPs.
