Carroll Supervisors Approve Budget Amendment That Includes More Than $644,000 In Expenses

The Carroll County Board of Supervisors held a public hearing on Monday to review a budget amendment that included an increase in revenue of $54,870. County Auditor, Kourtney Irlbeck, said the majority of that is an Emergency Preparedness grant to be used for the purchase of new radios.

She said the Sauk Rail Trail loan will also be transferring in from the Local Option Sales Tax fund. Both the loan and the grant are really transfers in then transfers out. On the expense side, the supervisors discussed a sizable change to the budget of $644,486, mainly from the secondary roads department.

Other expenditures Irlbeck detailed included personnel changes that necessitated budget adjustments for salaries, benefits and reimbursements, repair of some electrical issues and the removal of a shelter house at Swan Lake State Park, changes made at the Treasurer’s Office to accommodate the added driver’s licensing duties, capital projects’ increases of $190,000 for road construction and $82,000 for the new cabin at Swan Lake State Park and the Sauk Rail Trail road crossing project. Irlbeck said the largest portion of the increased expenses for this budget amendment came from the fact that contractors had either been ahead of schedule on projects that were originally budgeted to be paid out in fiscal year 2018, or new projects that have been presented and approved that were not in this year’s budget plan have gotten underway prior to the new fiscal year on July 1. Neil Bock said this will likely not be the last budget amendment for this year.

Irlbeck also reported that no comments had been made prior to the public hearing, and no comments were received during the meeting on Monday. The board unanimously approved the budget amendment.
