A Carroll man was taken into custody by Jefferson Police on an outstanding warrant Thursday. At approximately 4:57 p.m., officers arrested 39-year-old Eugene Ingram in the 500 block of Stanford Street on a warrant from Webster County. Ingram is charged with theft or forgery of a lottery ticket, a serious misdemeanor.
