Carroll County Treasurer Says DOT Transition Close, But Has Not Yet Been Approved By Legislature

Jean Seidl, Carroll County Treasurer, told the Carroll County Board of Supervisors this morning (Monday) that they are close to being fully trained and able to take over Iowa Department of Transportation (DOT) duties in licensure issuances. However, the legislature has not yet approved the county takeover, which requires an extension to their 28E agreement.

The extension will give them until July 1, of this year to continue as is, but does allow either party to terminate the agreement with a 30-day notice. The Iowa House passed the proposed legislation last week on a 98 to zero vote in favor and it is today headed to the Senate for review. Supervisors said they expect it to hit the Governor’s desk early next week. Seidl said that though they are close to prepared when it comes to testing and issuing the licenses, there is one area they haven’t touched on yet.

Once operating five days a week, Seidl said they will be looking to set aside Tuesdays for driving tests, with other times by appointment only. The DOT has been offering CDL skills testing two days a week at the DOT garage, but have seen a reduction in activity and will be cutting down to one day per week effective March 1. They will continue to monitor the need. Seidl said she has also talked with Des Moines Area Community College Provost, Dr. Joel Lundstrum, about CDL skills testing.

Seidl said the two days per week are extremely busy, having as many as 16 people waiting in line for services, and the kiosk has not helped with easing their work load. Once they take over all services, the kiosk, which is currently out of order, will be removed. She also asked that the public please be patient with them as the transition takes place and that people remember the DOT will shut down the licensing services promptly at 4 p.m. Until further notice, the Carroll County Treasurer’s Office will offer DOT services on Wednesdays and Thursdays from 8 a.m. to 4 p.m.
