Carroll Council Meeting Moved Up To Dec. 18 Will Focus On Library And City Hall Questions

The Carroll City Council has approved a change to the date of their regular meeting scheduled for Tuesday, Dec. 26. To accommodate the schedules of members of the OPN Architect team and council members, they will be holding their next meeting on Monday, Dec. 18. City Manager, Mike Pogge-Weaver, says since this is the last one of the calendar year, they will be holding a special ceremony at the onset, at 5:15 p.m.

The bulk of the meeting will be the continuing discussion on the newly submitted cost estimates for the Carroll Public Library and City Hall renovation projects and the proposed construction phasing. Pogge-Weaver says there were several questions brought up by citizens and the council that OPN will be addressing.

He adds the questions relating to the total cost of the project were presented as a worst-case scenario, prior to any real budget cuts that can be made throughout the actual design phase. The high end of the construction came in at $6.81 million, slightly over what was approved in the August referendum. However, Pogge-Weaver says that leaves them a lot of room to make cuts.

Questions were also raised in the November meeting about the projected $2.5 million in donations pledged by the Carroll Public Library Foundation. The public and council members asked for plans on what would happen if the foundation did not reach their goal as well how the transfer of funds would be structured. There will be a letter presented by the foundation Monday to answer to those and to address the pledges that are structured on a multi-year basis.

The other main topic on the agenda will be the review of a Request for Proposals (RFPs) to replace long-time Carroll Municipal Labor Attorney, Jim Gilliam. Gilliam will be retiring at the end of this year. Monday’s council meeting will be held in the second-floor council chambers at the Farner Government Building.
