Carroll And Manning Receive Distressed Housing Designation To Spur Residential Building

The Iowa Economic Development Authority has announced the designation of both Carroll and Manning as distressed workforce housing communities. The program focus for both areas is the development of rental and owner-occupied units to accommodate the identified 10-year need of 450 units. For a period of one year, developers applying to participate in the program who meet the specified guidelines are eligible for a tax credit of up to $15,000 per unit, with a $1 million limit per project maximum. The designation is the result of an application process completed by the Carroll Area Development Corporation (CADC), and Executive Director, Shannon Landauer, says that even though Carroll and Manning were the first communities in the county to receive the designation, “This does not eliminate other communities in Carroll County from participating in the program.” A request has been made to the Iowa Legislature by the IEDA for the allocation of additional funds based on the program’s success. At this time, the funds, which would be designated for rural Iowa counties, are still under legislative consideration.
