Woman Becomes Violent During Traffic Stop In Jefferson

At approximately 3:51 a.m. on Thursday morning, law enforcement in-car and body cameras recorded a traffic stop for a defective taillight that escalated into an altercation for a Jefferson Police Officer and a Greene County Sheriff’s Deputy. The Jefferson officer signaled the vehicle to pull over in the 500 block of West Lincolnway Street, at which time the vehicle pulled south into the alley and proceeded to the back yard of 103 South Pinet Street before stopping. The officer made contact with the male driver, 20-year-old Michael Allen Vonstein of Jefferson, and his female passenger, 19-year-old Tesa Renee Binns, also of Jefferson. During the stop, the officer detected the smell of alcohol emanating from the vehicle. Both subjects admitted to consuming alcohol and advised the officer of unopened containers in the vehicle. As the officer continued the investigation with Vonstein cooperating, Binns refused to identify herself and began to exit the vehicle, ignoring requests by the officer for her to remain inside the car. She also refused to return to the vehicle, and after several warnings was advised she was being placed under arrest. While attempting to handcuff Binns, a struggle ensued. At this time, the Greene County Deputy arrived at the scene to assist the officer, who received minor injuries in the struggle. While being transported to the Law Enforcement Center, Binns began kicking the rear interior windows and door panels of the cruiser, causing damage. She continued to be combative after arrival at the Law Enforcement Center, spitting at both officers. Binns was placed in a holding room prior to processing into the jail, and during that time she caused significant damage to the walls and then assaulted a jailer while being moved to a detention cell. Binns was subsequently charged with Interference of Official Acts—Causing Bodily Injury, Possession of Alcohol by an Underage Person, Public Intoxication, Disorderly Conduct, Criminal Mischief, three counts of Assault on Persons in Certain Occupations and she was charged by the Greene County Deputy with Criminal Mischief for the damage to the holding room. Vonstein was cited for Possession of Alcohol by an Underage Person.
