Residents Review Construction Plans For High Ridge Road

The City of Carroll invited residents and business owners who will be impacted by this season’s road construction projects on High Ridge Road and Third Street to public meetings last night (Monday) at City Hall. Director of Public Works, Randy Krauel, told the crowd gathered for the first meeting on the High Ridge Road project that this was an open forum to help them understand and ask questions about the scope of the work, timelines and goals. He began with an overview of what would be done.

He said there will be a water main to relocate in a one block area between 12th Street and Alta Vista Drive. A couple of residential services will also have to be relocated in that area. Some curb and gutter repair and concrete patching will be done and driveways that will be disrupted by the major work will be repaired to the right-of-way line. There will be a reconstruction of all sidewalks to the north of 12th Street and some done between 8th Street and Woodland Drive on the east side of the road. Krauel said that asphalt overlay will be a major part of the project. The goal is to get rid of surface water on High Ridge north of 12th Street. Krauel said that there are several areas along the construction pathway that will allow residents to tie in their sump pumps to either existing storm sewer that they will be working on or new storm sewer as it is installed. Those not along the routes may have the opportunity to tie into an inlet if their property is adjacent.

Larry Olberding asked about the issues they are having at the intersection with Capistrano Drive, and Krauel indicated they believe there is a plug in the private tile, but that will be something they will find out once they dig. Residents in those areas should get some relief from the removal of any blockages and the storm sewer line providing additional discharge points for water. The next step in the process will be a public hearing at the Carroll City Council meeting on March 14.

Bids will be received by the Department of Transportation on March 16 and construction will begin no later than June 27. Krauel said in all probability, contractors will begin earlier than that, but if they did begin on the 27th, a 75-day working contract would put completion of the work into the first week of October.
