Carroll Education Association And Carroll Education Support Association Make Initial Proposals To Start Employee Contract Negotiations

The Carroll Education Association (CEA) and Carroll Education Support Association (CESA), the two organizations that represent the district’s employees, made their initial proposals at last night’s (Monday) school board meeting to begin contract negotiations. The Support Association, which is made up of teacher associates, bus drivers and other similar positions, gave their proposal first. Kathy Brown, the group’s chief negotiator, outlined their requests for a new master contract.

If the current proposal is accepted, it would run from July 1, 2019 to June 30, 2024. The Education Association is also recommending a multi-year contract. Tom Borchers, the teacher union’s lead negotiator, laid out their starting asks.

A change to Iowa law in 2017 limits certain public employees, including school staff, from mandatory negotiations over items other than base salary. Both associations are requesting the creation of a joint labor committee to help work through those other contract issues. The board took no formal action on the proposals and requested the associations find a date to hear the district’s counterproposals. Once a date is chosen and both sides have presented their initial offers, negotiations on the new contracts will begin.
